Kendrick Rochelle, former superintendent of Harbor Heights juvenile detention center, was fired this spring following an internal investigation into allegations he sexually harassed an employee. The ex-staffer reported he repeatedly made her uncomfortable, including saying he would 'take out' her child's father and naming five detainees who could do it, according to a public records report.
The facility, opened in July 2025 in Aberdeen to relieve overcrowding at Green Hill School, has seen 21 staff departures since opening. Rochelle, who is Black, denied the allegations and claimed they were race-motivated. The state Department of Corrections oversees the facility, which has a capacity for 32 young men but was initially designed for 46.
The city is also soliciting bids for infrastructure projects, including a 67th Avenue W water project with a September 15, 2026, deadline.
